City of Cocoa Beach
Audio Visual Systems Upgrades
Project Scope
Challenge: Challenge: As part of the construction of the new Cocoa Beach City Hall, the City required a modern Commission Chamber capable of supporting public meetings, presentations, and live broadcast production for residents watching remotely.
- Provide a modern AV platform for City Commission meetings
- Improve speech intelligibility and microphone management
- Support live streaming and broadcast production of meetings
- Distribute video to displays throughout the chamber and adjacent spaces
- Provide simple, centralized control for staff operating the system
- Ensure ADA accessibility for public meetings
SOLUTION:
IM Solutions partnered with the City of Cocoa Beach to design and implement a fully integrated audiovisual system for the new Commission Chamber as part of the City Hall construction project, in collaboration with W+J Construction.
Built on a Crestron AV-over-IP platform, the system integrates professional audio processing and broadcast tools to support council meetings, presentations, and public engagement with simple touch panel control.
To enhance public transparency, IMS also deployed a live production system with PTZ cameras and a TriCaster platform, enabling the City to broadcast and record meetings for residents and media. The result is a reliable, scalable AV system that improves both the in-room meeting experience and the City’s ability to communicate with the public.
Key Technologies:
- AV-over-IP Video Distribution – Crestron IPTV platform delivering video across the chamber and adjacent spaces.
- Centralized Control – Crestron processor and touchpanel for simple control of displays, audio, and presentation sources.
- Professional Audio Processing – Biamp DSP with speech reinforcement and echo cancellation for clear discussions.
- Microphone Systems – Shure wired and wireless microphones for council members, podium speakers, and presentations.
- Broadcast & Live Streaming – Vizrt TriCaster with PTZ cameras for professional streaming and recording of meetings.
- Displays & Dais Monitoring – LG commercial displays and dais monitors for clear presentation visibility.
- Assistive Listening – ADA-compliant hearing assistance for public accessibility.
RESULTS & IMPACT:
The new Commission Chamber provides the City of Cocoa Beach with a modern, easy-to-operate meeting environment that improves communication between city leadership and the public.
By integrating broadcast production, professional audio, and digital video distribution into a unified platform, the City can now conduct meetings more efficiently while expanding public access through live streaming and recorded media
Key Project Benefits:
- Clear speech intelligibility for council discussions and public comments
- Professional live streaming and recording of Commission meetings
- Simplified system control for city staff and meeting facilitators
- Improved visibility of meeting materials through distributed displays
- ADA-compliant hearing assistance for public accessibility
- Reliable AV infrastructure designed for long-term municipal use
Project Insight
Early collaboration allowed us to help guide discussions around room functionality, meeting workflows, public engagement, and long-term flexibility before infrastructure was finalized. The focus was not just on selecting technology, but on educating stakeholders on system options and helping the City make informed decisions based on how the space would actually be used.
This early partnership helped create a smoother installation process and delivered a Commission Chamber system designed to serve the City well for years to come.
